MADISON, Wis. (AP) — Wisconsin Democratic Gov. Tony Evers on Tuesday decried what he called “irresponsible decisions in Washington” and “needless chaos,” saying his new two-year spending proposal was designed to prepare for drastic cuts from the federal government.
