Hi, We had a rental when we visited. I don't think it would be easy to find a taxi at the park. Your best bet would be Uber or Lyft as the driver can find your location wherever you are …

Can you enter from the very bottom of the park and hike your way up to the observatory?

Yes you can walk up or get the shuttle bus which costs $1.50. The traffic congestion was pretty bad when I visited in the summer so walking is a good idea but steep
